In America,the definition of literacy:
Literate is the person who can read a couple of thousands words he learned by the sight in the first four grades in the school. A person is illiterate who is unable to read the direction on the roads.
In 1988,Congress requested the US department of Education to conduct a national survey to know about the exact literacy rate over the country.The Department of Education conducted its first survey in 1992.
National Adult Literacy:
in 1992,American National Adult Literacy provided the exact level of literacy rate in America.In this survey about 26,000 adults aging 16 and above were interviewed.
As per the survey some 32 million adults cannot read and they form the 14 percent of the population.And 21 percent can read below 5th grade level.
In August 2016,the literacy rate measured in America was about 86 percent.
