MOFA Introduced New Online Digital Attestation System for General & Apostile Attestation

MOFA Introduces Digital Attestation System in Pakistan – New Online Process from 13 October 2026

The Ministry of Foreign Affairs (MOFA), Islamabad, has announced the adoption of a new Digital Attestation System for consular documents. According to a circular dated 14 October 2026, the new system became operational from Monday, 13 October 2026, at the Ministry and its Liaison Offices across Pakistan.

The initiative aims to make document attestation more convenient, transparent, and efficient by allowing applicants to submit documents electronically and receive their attestation certificates online.

1. What Is the New MOFA Digital Attestation System?

Under the new system, applicants can electronically submit their documents for General Attestation and Apostille Attestation through the official MOFA portal.

After the required process has been completed and the prescribed fee has been paid, an electronic certificate, known as an e-Certificate, will be issued to applicants through email.

The circular describes the system as similar to the electronic certification process adopted by the Higher Education Commission (HEC).

2. When Did the New System Start?

According to the circular, the Digital Attestation System was adopted with effect from 13 October 2026.

The system applies to the Ministry of Foreign Affairs in Islamabad and its Liaison Offices in:

Lahore

Karachi

Peshawar

Quetta

Gilgit

Applicants should consult the official portal for current availability and any document-specific requirements.

3. What Is an MOFA e-Certificate?

An e-Certificate is an electronic certificate issued after the document attestation process has been completed.

According to the notification, the certificate will be sent to the applicant by email after completion of the required process and payment of the prescribed fee.

This electronic process is intended to reduce the need for applicants to visit MOFA offices in person.

4. How to Apply for MOFA Online Attestation

Applicants can use the following general procedure, subject to the requirements displayed on the official portal:

Step 1: Visit the official MOFA portal

Open the following website:

https://consular.mofa.gov.pk/

Step 2: Check the available attestation service

Select the relevant service for General Attestation or Apostille Attestation, as applicable.

Step 3: Review the requirements

Check the document requirements, applicable fee, and submission instructions for your particular document.

Step 4: Submit the required information

Complete the relevant online application and upload or submit the required documents according to the portal's instructions.

Step 5: Complete the prescribed process and payment

Follow the instructions provided by MOFA and pay the applicable fee through the officially specified method.

Step 6: Receive the e-Certificate

According to the circular, the electronic certificate will be issued through email after the required process and payment have been completed.

Important: The circular establishes the digital attestation policy, but it does not provide a complete technical walkthrough of every portal screen, payment method, or document category. Applicants should follow the live portal instructions rather than assume that every document follows exactly the same procedure.

5. Can You Get Documents Attested Without Visiting a MOFA Office?

Yes. The circular states that the new facility is intended to enable applicants to get their documents attested from the comfort of their homes without visiting the Ministry or its Liaison Offices in person.

However, the notification also mentions an exception: physical presence may be required in exceptional cases.

Applicants should therefore check whether their particular application requires any additional verification or an in-person visit.

6. Which Documents Can Be Attested Through the New System?

The circular refers to both General Attestation and Apostille Attestation services. It does not provide a complete list of eligible documents.

Applicants intending to attest educational documents, degree certificates, result cards, personal documents, or other official papers should first verify the specific requirements for their document category.

For educational documents, applicants should also check whether prior verification or attestation by the relevant educational authority is required before applying to MOFA.

7. What Is the Difference Between General Attestation and Apostille Attestation?

General Attestation:

This is the authentication service used for documents requiring MOFA attestation, subject to the applicable rules and destination-country requirements.

Apostille Attestation:

An Apostille is a form of authentication used for eligible public documents intended for use in countries where the Apostille Convention applies.

The correct service depends on the type of document and the country where it will be used. Applicants should verify the requirements before submitting an application.

8. What Should Applicants Do If the MOFA Portal Is Not Working?

Applicants who cannot open the portal or complete an application should:

Confirm that they are using the official MOFA website.

Try opening the website in another browser or private browsing window.

Clear the browser cache and retry after some time.

Check the Ministry's official announcements for any service interruption or updated instructions.

Contact MOFA through its officially published contact channels if the problem continues.

A portal access problem does not necessarily mean that the digital attestation system has been cancelled or withdrawn. Applicants should wait for an official update before drawing conclusions.

9. Benefits of the New Digital Attestation System

The new system is intended to provide several benefits:

Convenience: Less need to travel to MOFA offices.

Time savings: A more streamlined electronic process.

Digital delivery: e-Certificates issued through email after completion of the required process.

Improved accessibility: Applicants can initiate the process electronically.

Transparency: Clearer electronic processing and service delivery.

The actual processing time and availability of particular services may depend on the document category and the instructions issued by MOFA.

10. Official MOFA Attestation Website

Applicants should use the official Ministry of Foreign Affairs portal for applications and updated instructions:

Official website: https://consular.mofa.gov.pk/

Always verify the latest requirements, fees, and document eligibility through official MOFA sources before submitting an application or making a payment.
